Whose responsibility?
Creating an IL SC requires a shared understanding, appreciation, commitment, and a collaborative and reflective practice which values a shared responsibility in achieving outcomes (Henri, 2005). This means that IL must be explored and relevant to the particular school context. A scope and sequence is a great start... all schools should have one. TLs must establish a professional dialogue reaching all of the community and using different channels. Teacher librarians must take on a leadership and not sole role in implementing policy, educating and training staff, embracing technology, liaising with the school executive and acting as change agents in order to create an information literate school community (Spence, 2005).
