IL... a TL responsibility?

It is often assumed that the teacher librarian and school library programs are responsible for creating an information literate school community (Skrzeczynski, 1999). I have gathered from discussions and readings that this is a common perception. In fact, it is a whole school responsibility which requires whole school committment from executives, administration, staff, students, parents and the wider community (Skrzeczynski, 1999). I think this is largely because of confusion about the role of a TL. The TL role differs from school to school depending on the needs of the school. Say, in some schools TLs act as RFF teachers in addition to library, some TLs are PT library, some are on class PT and many other roles etc etc. Some schools no longer have TLs! Also, some schools use library as a release and others utilise it for CPPT. So I think the role needs to explained and backed up with policy so everyone has a clear picture of what the role requires.
